The type approval process for RF products in Russia is administered by the Ministry of Digital Development, Communications and Mass Media .

There are several product compliance (homologation) assessments that must be taken into consideration prior to product import and sale into/in Russia. 
 
Most radiofrequency (RF), IT and telecom equipment will require Type Approval from the Ministry of Digital Development, Communication and Mass Media, previously handled by Federal Agency of Communication (FAC).
 
There are two types of compliance scheme depending on equipment category:
 
1. Certificate of Conformity - required mainly for master types of devices (e.g. base stations, network switches, etc.).
2. Declaration of Conformity - required mainly for client type of devices (e.g. laptops, BT devices etc.).
 
In addition to Ministry Type Approval, following most common compliance assessment must be considered depending on the applicability:
 
1. EAC (Customs Union) Type Approval - it is a document proving product compliance from EMC, Safety and RoHS perspective in accordance to applicable harmonised EAEU technical regulations.
2. Radio Frequency Centre (RFC) Conclusion - it is a document required for certain equipment categories to confirm its compliance to technical characteristics as stated in applicable attachments of GKRCH Decisions from 07-20-03-001, dated 07.05.2007 and serves as a stepping stone for importers to obtain Minpromtorg License prior to import.
3. Notification - issued by Federal Security Services (FSS) of Russia or by other security authority of EAEU Member States to confirm product compliance to cryptographic requirements of EAEU.  
 
There are also certain preliminary and voluntary compliance requirements for telecommunication, telecom and IT equipment that manufacturers may need to present to their end customers for various reason, like Certificate of State Registration (SGR), what was formerly called the Sanitary and Epidemiological Report (EPH), Request to GKRCH for opening desired frequency band or technology and other schemes which Eleos can support with.

Regulatory Updates for Russia
Receive only equipment are now exempt from Minpromtorg License in Russia
On 29th of March 2021, important changes to the Minpromtorg License Exemption List (Attachment 15 to the EAEC Decision No. 30 from 21st of April 2015) were adopted, whereby alongside other changes receive only equipment was added to the list. 

This means that going forward, RFC Conclusion, previously obtained by manufacturers as an aid to solicit their importers in obtaining the Minrpomtorg License thereafter, is no longer required for receive only equipment such as car receivers from the remote control, identification radio frequency tags and other.

Ministry of Digital Dev, Communications and Mass Communications to replace FAC
A Presidential Decree no. 719 was signed and came into effect on the 20.11.2020, decreeing to abolish the Russia Federal Communications Agency (FAC) and to transfer all its functions to the Ministry of Digital Development, Communications and Mass Communications of the Russian Federation (New Authority).
 
The Decree sets 6 months grace period from the effective date for the transition to take place, whereby all functions of the FAC must be handed to the New Authority.
 
It is understood that new civil servants may need to be appointed, however no significant delays are anticipated in processing FAC Approvals and procedure remains unchanged.

The Federal Communication Agency (FAC) of Russia allows 6GHz WiFi
The Federal Communication Agency (FAC) of Russia recently published an updated regulation allowing 6GHz WiFi products (802.11ax) to be certified and used in Russia. The regulation permits WiFi products to now operate up to 6,425MHz.
