New Broadband Quality of Service Standard Rules for Sri Lanka

The Telecommunications Regulatory Commission of Sri Lanka has officially issued the Broadband Quality of Service (QOS) Standard Rules, No. 01 of 2025. These new regulations establish comprehensive technical performance and customer service standards for all licensed mobile and fixed (wired and wireless) broadband operators.


Key areas covered by the new directive include:
  • Technical Performance Metrics: Mandatory targets for connectivity, network availability (set at >99.99%), service integrity, and data rates across UMTS, LTE, copper, and fiber technologies.
  • VoLTE Requirements: Specific performance benchmarks for Voice over Long-Term Evolution services.
  • Customer Service Standards: Defined timelines for initial connection provisioning and strict targets for fault report rates and repair times.
  • Reporting and Audit Protocols: Operators are required to submit monthly and quarterly reports using standardized templates. The Commission has reserved the right to perform independent audits to ensure compliance.


These rules impact current infrastructure and ongoing operational reporting. Manufacturers and service providers must ensure their systems and network management tools can support the required data collection and performance targets.
