This document outlines the **Broadband Quality of Service (QOS) Standard Rules, No. 01 of 2025**, issued by the Telecommunications Regulatory Commission of Sri Lanka.
### **Scope**
These rules apply to mobile and fixed (wireless and wired) operators licensed under Section 17 (2) of the Sri Lanka Telecommunications Act that provide broadband services to the public. The standards cover UMTS, LTE, copper, and fiber technologies.
### **Key Technical Requirements**
* **Performance Metrics:** Operators are required to meet specific target values for several QOS metrics, measured from either the Core Network or the Access Network:
* **Connectivity:** Packet Switched (PS) attach success rates and Radio Resource Control (RRC) connection establishment success rates.
* **Availability:** Internet Protocol (IP) network service availability (targeted at >99.99%).
* **Service Integrity:** PS service drop rates and Evolved Universal Terrestrial Radio Access Network (E-RAB) drop rates.
* **Service Setup:** PS RAB and E-RAB setup success rates.
* **VoLTE Performance:** Success rates for E-RAB setup for QCI=1 and call drop rates for QCI=1.
* **Data Rates:** Per-user download and upload speed targets (e.g., UMTS/LTE download >2Mbps/4Mbps, depending on the service category).
* **Customer Service (OCS):** Standards for supply time of initial connections (7 days/1 month targets), fault report rates per 100 subscribers, and fault repair time targets based on 24/48/96-hour windows.
* **Reporting and Compliance:**
* Operators must submit monthly and quarterly reports using the specified formats (OMB 1–7 for mobile, OFWLB 1–7 for fixed wireless, OFWB 1 for fixed wired, UNP 1 for data rates, and OCS 1–3 for customer service).
* Reports are due within 15 days after the end of each month and quarter.
* Submitted data is subject to audits by the Commission, and the Commission will publish audited information on its official website.
* The Commission may issue financial or other directives to operators to ensure conformity with these standards.
