The Saudi Standards, Metrology and Quality Organization (SASO) has recently updated the technical requirements for specific Information and Communications Technology (ICT) equipment. The newly published standard, SASO 3114:2026, is set to replace the existing specification SASO CITC GEN-002 within the Technical Regulation for Communications and Information Technology Devices.

The scope of SASO 3114:2026 is broad, covering various devices intended for use in both carrier-owned and open-access networks. Affected product categories include:
  • Mobile Phones and Tablets
  • Mobile Computers
  • Routers and Customer Premises Equipment (CPE)
  • Optical Network Terminals (ONT) and Home Access Gateways (HAG)
  • Wi-Fi Distribution devices
  • Other cellular-enabled devices

Manufacturers and importers must take note of the critical transition dates to ensure continued market access. A grace period is currently in effect until 31 October 2026. Starting from 01 November 2026, all new Certificates of Conformity must comply with the requirements of SASO 3114:2026. Furthermore, any existing certificates issued under the previous SASO CITC GEN-002 standard will be discontinued and rendered invalid no later than 31 March 2027.

The update focuses on radio frequency parameters, electromagnetic compatibility (EMC), and user safety. Compliance requires rigorous testing and documentation through the Saber system. Early assessment of these changes is vital for maintaining R&D timelines and supply chain readiness for the Saudi market.
