SASO 3114:2026 – Requirements for Specific ICT Equipment
Scope and Covered Technologies
The SASO 3114:2026 standard establishes the minimum technical requirements for a specific range of Information and Communications Technology (ICT) equipment intended for use in Saudi Arabia. The scope includes devices used in both carrier-owned and open-access networks, specifically covering:
Mobile Phones.
Tablets and Mobile Computers.
Routers and Customer Premises Equipment (CPE).
Other Cellular-Enabled Devices.
Optical Network Terminals (ONT) and Home Access Gateways (HAG).
Wi-Fi distribution devices.
Regulatory Transition and Replacement
This standard replaces the previous specification, SASO CITC GEN-002, within the Technical Regulation for Communications and Information Technology Devices. Key transition dates include:
Grace Period: Effective until October 31, 2026.
Mandatory Implementation: Starting November 1, 2026, all new Certificates of Conformity must comply with SASO 3114:2026.
Discontinuation of Old Certificates: Any existing Certificates of Conformity or Shipment Certificates issued under SASO CITC GEN-002 will be discontinued and considered invalid no later than March 31, 2027.
Technical Requirements and Compliance
The standard specifies technical parameters essential for ensuring the interoperability, safety, and efficiency of ICT equipment within the Saudi telecommunications infrastructure. While it focuses on the minimum requirements for the categories listed above, it aligns with international standards for cellular and wireless communications (notably ICS 33.070.50 related to GSM and mobile communication systems).
Key areas of focus for compliance include:
Radio Frequency Parameters: Adherence to specific frequency bands and transmission power limits authorized for use within the Kingdom.
Electromagnetic Compatibility (EMC): Ensuring devices do not cause or suffer from undue interference.
Safety Requirements: Protection for users against electrical and thermal hazards.
Testing and Certification Procedures
To demonstrate compliance, manufacturers and importers must follow the testing procedures outlined in the standard, which typically involve laboratory testing by accredited bodies. Certification involves:
Submission of technical documentation and test reports.
Verification that the equipment meets the specific cellular and Wi-Fi requirements defined for the Saudi market.
Application for the Certificate of Conformity through the SASO official portal (Saber system) to ensure legal market access.
