Objectives: Ensure that TCBs, measurement facilities, and accreditation bodies are not owned or controlled by prohibited entities that pose national security threats.
Compliance Requirements:
- - Certification that entities are not owned or controlled by prohibited actors (equity or voting interest ≥10%).
- - Mandatory reporting of equity/voting interests ≥5%.
- - Revocation of recognition for non-compliance or false information.
- - Maintain signed certifications for SDoC processes.
- - Update reports within 30 days of any ownership changes.
- - Provide details of associated entities if named on the FCC Covered List.
Implementation: Rules are effective 30 days after Federal Register publication, with OMB approval required for certain reporting sections.
