Hong Kong Updates Performance Specifications for RFID and 920-925 MHz

The Communications Authority (CA) of Hong Kong has published the second issue of technical specifications HKCA 1049 and HKCA 1078. These updates, published 18 March 2026, refine the performance requirements for Radio Frequency Identification (RFID) and general radio equipment operating in key sub-1GHz frequency bands.

Scope and Impact
The revised specifications affect manufacturers of devices operating in the 865 – 868 MHz and 920 – 925 MHz bands. Notably, HKCA 1078 has expanded its scope to explicitly include radio equipment used for public telecommunications services. Manufacturers should be aware of the following major changes in Issue 2:
  • Removal of Safety Clauses: Clauses regarding electrical safety and radiation protection have been removed from these specific performance standards, as they are managed under separate regulatory frameworks.
  • International Alignment: Technical requirements have been updated to align with current international references, specifically ETSI EN 302 208 and 47 CFR 15.247.
  • Certification Procedures: Compliance must be demonstrated via the Hong Kong Telecommunications Equipment Evaluation and Certification (HKTEC) Scheme.

Technical Parameter Highlights
Equipment operating in the 920 – 925 MHz band must utilize Frequency Hopping Spread Spectrum (FHSS) modulation and adhere to strict dwell time and channel bandwidth limits. Furthermore, specific limits on Peak Transmitter Power and Effective Isotropically Radiated Power (e.i.r.p.) apply to both RFID and general radio apparatus to ensure spectral efficiency and minimize interference.
