Thailand NBTC Launches Consultation on 2026-2028 Frequency Master Plan

The Office of the National Broadcasting and Telecommunications Commission (NBTC) of Thailand has initiated a public consultation regarding the (Draft) NBTC Announcement on the Master Plan for Frequency Management (2026-2028). This draft aims to modernize Thailand’s national frequency policy to align with the outcomes of the 2027 World Radiocommunication Conference (WRC-27) and current domestic demand. For manufacturers, this update signals potential shifts in equipment compatibility and type approval requirements over the coming years.

Key Regulatory Proposals
  • Revised Timeframe: The new Master Plan will cover the period from 2026 to 2028.
  • Frequency Allocation Updates: Adjustments to the National Frequency Allocation Table to support emerging technologies.
  • Modified Technical Parameters: Revisions to Appendix A and specific Thailand footnotes, including T-P6, T-P13, T-P14, and T-ITS, which govern usage conditions for specific bands.
  • Spectrum Refarming: Proposals for the recall and refarming of existing bands to facilitate new International Mobile Telecommunications (IMT) services.

Proposed Band Adjustments
The consultation highlights several key changes to permitted radio bands, including:
  • New Mobile and Fixed Allocations: Potential introduction of 401 - 405.9 MHz, 406.2 - 410 MHz, and 430 - 450 MHz bands.
  • 6 GHz Range: Adjustment of technical parameters for the 6.43425 - 7.11125 GHz range.
  • Specialized Services: New frameworks for Intelligent Transport Systems (ITS) in the 5850 - 5925 MHz range and Railway Communications (FRMCS) in the 1900 - 1910 MHz band.
  • Private Networks: Updated licensing rules for IMT in the 1427 - 1518 MHz and 4.8 - 4.99 GHz ranges.

These changes may necessitate a review of product R&D timelines and portfolios to ensure compliance with the proposed frequency shifts. Manufacturers are encouraged to evaluate how refarming and footnote revisions may affect current type approval certificates or future market entry strategies.
Stakeholders have until 06 July 2026 to submit their feedback to the NBTC.
