The Saudi Standards, Metrology, and Quality Organization (SASO) and the Communications, Space, and Technology Commission (CST) have implemented the transition of the telecommunications approval process from the CST platform to SASO's SABER platform. This change took effect on February 12, 2025.
The most significant change introduced by the new regulations is the replacement of CST's approval system with SABER, which will now serve as the primary platform for managing compliance processes related to telecommunications and IT devices. The transition includes:
- The discontinuation of the CST platform for product conformity assessments.
- Applications can only be submitted through an importer account.
- Authorization of over 60 conformity assessment bodies (CABs) to issue Product Certificates of Conformity (PCoC) and Shipment Certificates of Conformity (SCoC) through SABER.
To simplify regulatory adherence, SASO has introduced a dual-track compliance system based on product classification:
- Consumer Products: This track applies to devices intended for end-user sales.
- Non-Consumer Products: This track covers products not intended for direct consumer sales.
