Paraguay’s National Telecommunications Commission (CONATEL) has introduced an updated National Frequency Plan (Plan Nacional de Frecuencias – PNF) through Board Resolution No. 1232/2026. The update became effective following its publication in the Official Gazette on 6 July 2026.
One of the most visible changes is the transition from the previous Plan Nacional de Atribución de Frecuencias (PNAF) terminology to the new PNF. The updated plan consolidates Paraguay’s current spectrum framework and maintains alignment with international spectrum developments and ITU/WRC decisions.
From a spectrum perspective, the PNF incorporates recent changes including the extension of the 3.3 GHz IMT range up to 3.8 GHz and the rechannelisation of the 2.3 GHz band. These measures were previously introduced through Resolution No. 3339/2025 and are now reflected within the updated national frequency framework.
For manufacturers and suppliers, the immediate impact is expected to be limited. The PNF update does not introduce a general requirement to re-test or re-certify equipment that already holds a valid Paraguay approval. The main practical consideration is ensuring that frequency-band assessments and regulatory references used for new products are aligned with the latest PNF.
