Paraguay Launches Public Consultation on Homologation Regulation

Paraguay’s National Telecommunications Commission (CONATEL) has opened a public consultation as part of a broader review of its Telecommunications Equipment Homologation Regulation.

The consultation forms part of a Regulatory Impact Analysis project developed with technical support from the International Telecommunication Union. At this stage, CONATEL has not published a draft regulation or introduced new approval requirements. Instead, it is asking industry stakeholders to confirm whether the regulator has correctly identified the main weaknesses of the current homologation framework. 

The existing framework is primarily based on Resolution No. 588/2009 and has been supplemented over time by separate rules covering technologies such as low-power devices, cellular equipment, Wi-Fi 6E and 5G. CONATEL considers that this approach has created a fragmented system that no longer fully reflects current technologies or market conditions.

The consultation document identifies several areas that may require reform, including:

  •  The individual certification of every model and the absence of a family approval process; 
  •  Incomplete digitalisation and continued reliance on physical documentation; 
  •  Approval delays caused by the requirement for final review by CONATEL’s Board; 
  •  Unclear rules for electronic labelling and certificate renewal numbers; 
  •  Case-by-case recognition of FCC, CE and ANATEL documentation; 
  •  The absence of specific categories for IoT, wearables, drones and convergent products; 
  •  Homologation fees that do not vary according to product complexity or regulatory risk; 
  •  Possible introduction of cybersecurity requirements. 
Possible future changes could therefore include a fully digital application process, clearer acceptance of international certifications, simplified procedures for lower-risk products, family-model approvals, updated labelling rules and new requirements for connected devices. However, these remain potential reform areas rather than confirmed regulatory changes.

The public consultation opened on 24 July 2026 and is scheduled to close on 2 August 2026. CONATEL may extend the deadline by up to five additional days. Stakeholders may submit comments, supporting data and recommendations to consulta_air@conatel.gov.py
