Indonesia: New Testing Guidelines for 6 GHz RLAN Devices

The Indonesian Ministry of Communication and Digital (KOMDIGI) has issued Circular B-63/DJID.3/SP.04.06/01/2026, providing critical clarification on the testing and certification framework for Radio Local Area Network (RLAN) equipment. These guidelines follow the implementation of Ministerial Decree No. 12 of 2025 and directly impact manufacturers targeting the Indonesian market.

Effective Date and Spectrum Scope
Starting 15 January 2026, new regulations will govern the issuance of Test Reports (Laporan Hasil Uji - LHU) for RLAN devices. The requirements apply specifically to equipment utilizing the 5925-6425 MHz radio frequency spectrum.

Authorized Testing Entities
To maintain compliance and ensure successful certification, manufacturers must source test reports from specific authorized entities:
  • Domestic Laboratories: A total of 12 authorized telecommunication testing centers within Indonesia have been identified to conduct these tests.
  • Foreign Laboratories: Facilities located in countries with a Mutual Recognition Agreement (MRA) with Indonesia may be utilized, provided they have a registered testing scope that explicitly covers RLAN technology in the 6 GHz band.

Impact on Market Entry
Manufacturers should be aware that test reports issued before the effective date or by laboratories lacking the specific 5925-6425 MHz scope may no longer be accepted for certification after 15 January 2026. This change necessitates a review of current R&D timelines and testing partnerships to avoid delays in product launches.
