The Ministry of Commerce and Industry, through the Department for Promotion of Industry and Internal Trade (DPIIT), has notified the Transition Facilitation (Quality Control) Order, 2026, under notification S.O. 3417(E), dated 25 June 2026.
The Order introduces an alternative BIS certification route under Scheme II for manufacturers supplying companies specifically approved by DPIIT. It covers 10 Quality Control Orders (QCOs), including toys, footwear, air conditioners, household appliances, hinges and furniture.
Companies incorporated under the Companies Act, 2013, may apply to DPIIT for permission. Applications will be assessed by an Implementation Committee based on technical capabilities, quality assurance systems, compliance history and commitment to developing supply-chain capabilities in India.
Products must continue to comply with applicable Indian Standards, and BIS will conduct market surveillance to ensure ongoing compliance. Permissions may be suspended or withdrawn in cases of non-compliance.
The Order came into effect on 25 June 2026, with a 24-month application window, and will remain valid for five years unless extended. DPIIT will issue separate guidelines outlining the application process and compliance requirements.
