Regulatory Updates for Malaysia
Mandatory VoLTE verification required from 15th February 2021
On 14th January 2021, SIRIM released announcement SQASI/CMCS/1/21/0002 advising that mandatory VoLTE verification will be required from 15th February 2021. From 15th February 2021, VoLTE test reports will be required for all relevant equipment. Test reports should be issued to IR.92 or TS 34.229-1 or equivalent standards by an accredited laboratory.
For existing interim approval certificates for equipment with VoLTE functionality which have a certificate expiry date of 30th June 2021, the approval holder should submit the VoLTE test report between 15th February 2021 and 30th June 2021, to get a full approval.
For new applications, the applicant can still apply for an interim approval if the VoLTE reports are not yet available. The applicant will be required to submit the VoLTE reports before 30th June to convert the interim approval to a full approval.

Malaysia announce phasing out of 3G
On 13th October, the Malaysian Government announced their plan to phase out 3G network coverage by the end of 2021. As of 1st January 2021, all approvals including renewal approvals will no longer be issued for 3G-only equipment and 4G-capable mobile phones without VoLTE (Voice over LTE). The phasing out of 3G in Malaysia will support the existing 4G network and help to build the foundations of Malaysia’s implementation of 5G.
The change is introduced as part of the implementation of the National Digital Network Plan or JENDELA under the Twelfth Malaysian Plan (2021 – 2025), which aims to enhance digital connectivity and the quality of experience for communications network across the country.
As advised above, the Malaysian Communications and Multimedia Commission (MCMC) will cease the issuance of new and renewal approvals for 3G-only equipment and 4G-capable mobile phones without VoLTE (Voice over LTE) as of 1st January 2021, including all Certificate of Conformity (CoC) and Certificate of Approval (CoA) applications.
As such, manufacturers of various 3G equipment, such as mobile phones, vehicle trackers, smart meters etc. will need to migrate to 4G in order to continue using their equipment in Malaysia.

MCMC announce temporary approval for 5G equipment
As part of the ongoing efforts of the Malaysian 5G Task Force, the Standard and Industrial Research Institute of Malaysia (SIRIM) and the Malaysian Communications and Multimedia Commission (MCMC) have announced details of a temporary approval for 5G while the Malaysian 5G Technical Specification is being finalized.

The temporary approval option follows the earlier publication of MCMC’s TECHNICAL SPECIFICATIONS FOR IMT-2020 (FIFTH GENERATION) SYSTEM for public comment.

As part of the temporary approval, certain 5G NR frequency bands have opened for Type Approval applications. The bands opened for 5G NR are n28 (700 MHz), n77 (3700 MHz), n78 (3500 MHz), in line with 5G bands initially identified in previous 5G Task Force publications.

For further details on band requirements and for a copy of the draft technical specification for IMT-2020, please do get in touch.
