NTC Decommissioning of 3G and 2G Networks

Under the Memorandum Circular No.: 003-09-2025, the National Telecommunications Commissions is hereby declared the Decommissioning of 3G and 2G mobile networks in the country. All public telecommunication entities offering these services shall comply and implement an area -specific phased shutdowns with full nationwide switch off. This needs to be completed not later than 31st of December 2026.

 

Timeline of 3G services shutdown identifying the service areas:

  1. Highly Urbanized cities and municipalities

  2. First, Second and Third-Class Municipalities

  3. All remaining 3G service areas

 

NTC will issue a separate guideline addressing the phase out of mobile devices and equipment that are 2G and 3G capable

Additionally, non-acceptance of applications both for Type Approval and Type Acceptance certificates of devices with exclusive or Primary 2G/3G capabilities within 60 days after the effectivity of this memorandum circular.

For certified 2G/3G capable only devices, these will be tagged for phased deactivation in NTC’s licensing database.

Market Access Restrictions: The importation and market entry of devices that are only capable of 2G and/or 3G will be barred.

Reallocation of 3G assigned frequencies

The 3G band frequency will be assigned to support the PTE’s 4G, 5G and future technologies for its mobile technology deployment which is subject to NTC permitting and licensing rules and regulations.

Memorandum Circular signed on 28th of August 2025 and will take effect 15 days after publication
