Singapore IMDA Updates Cellular Mobile Terminal Specifications

The Infocomm Media Development Authority (IMDA) of Singapore has released IMDA TS CMT Issue 1 Rev 4, effective 01 March 2026. This updated technical specification defines the minimum requirements for Cellular Mobile Terminals (CMTs) used within Public Mobile Radio Communication Systems, encompassing handheld, portable, and vehicle-mounted equipment, as well as RF modems.

Key Changes and New Mandates
Revision 4 replaces the previous December 2024 version and introduces several pivotal requirements that manufacturers must address to ensure market access:
  • 2G Connectivity: 2G functionality must now be disabled by default in the factory configuration. Users must take deliberate action to enable these services.
  • VoLTE Requirements: Devices designed for voice calling must support Voice-over-LTE (VoLTE) according to 3GPP specifications, with functionality enabled by default and compatible with all local mobile network operators.
  • Emergency Cell Broadcast (CBS): Mandated support for specific emergency alerts (SG Alert and Test Alert) with defined message IDs, audio signals, and vibration cadences.
  • Battery Safety: The safety standards for lithium batteries have been expanded to include IEC 60086-4.

Technical Scope and Impact
The regulation applies to technologies including E-UTRA (LTE), LTE-Advanced, and 5G New Radio (NR) across various frequency bands, including n1, n3, n7, n8, n26, n28, and several mmWave bands (n257, n258, n261). Manufacturers should evaluate how these default-setting mandates influence R&D timelines and firmware configurations for the Singapore market. Transitioning to these new standards is essential for maintaining business continuity and ensuring hardware remains compliant with updated safety and electromagnetic compatibility (EMC) frameworks.
