Singapore IMDA Updates EQR Guide and SDoC Form

The Info-communications Media Development Authority (IMDA) has released a comprehensive update to its Guide for Registration of Telecommunication Equipment (IMDA GUIDE EQR). This document outlines the mandatory framework for suppliers to register equipment for sale and use in Singapore, primarily based on the Supplier’s Declaration of Conformity (SDoC).

Equipment Registration Schemes
The IMDA maintains a risk-based approach to registration, categorised into three schemes:
  • Enhanced Simplified Equipment Registration (ESER): A self-declaration scheme for complex multi-line equipment and Short Range/Low Power Devices (SRD/LPD).
  • Simplified Equipment Registration (SER): Applicable to cellular mobile terminals (5G/LTE/GMPCS) and broadband access equipment.
  • General Equipment Registration (GER): Mandatory for equipment with high interference potential or new technologies, such as cellular base stations and Ultra-Wideband (UWB) devices. This often requires certification by an IMDA-recognised body.

Technical Compliance and Supplier Obligations
Manufacturers must ensure equipment complies with international safety (e.g., IEC 62368-1), radiation safety (ICNIRP), and Electromagnetic Compatibility (IEC CISPR 32) standards. Other key obligations include:
  • Marking Requirements: Equipment must be legibly marked with brand and model references.
  • Document Retention: Suppliers are required to retain test reports and technical data for at least five years.
  • Modifications: Changes are classified as Class 1 (minor) or Class 2 (technical). Class 2 Modifications, which affect technical compliance or output power, require a fresh registration.

Validity and Renewal
Registration is valid for five years. Suppliers should submit renewal requests via the GoBusiness Licensing portal at least two months before the expiry date to ensure business continuity.
For manufacturers of IoT and M2M devices, it is important to note that equipment using overseas SIM cards for permanent roaming is not registered under this specific framework. Navigating these requirements is essential for maintaining access to the Singaporean market.
