Overview of Regulatory Changes

As of November 2025, Mexico's Federal Telecommunications Institute (IFT) has brought two significant new technical regulations into force. Manufacturers seeking type approval for radio devices in Mexico must now comply with these new standards, which mandate in-country testing for certification.

Disposición Técnica IFT-016-2024: Low-Power Radiocommunication Devices (SRD)
This regulation establishes the technical specifications, limits, and test procedures for low-power radiocommunication equipment operating within the 30 MHz to 3 GHz frequency range. 
Scope:
  • General-purpose low-power transmitters (non-specific short-range devices)
  • Wireless microphones
  • Hearing aids
  • Wireless alarm systems
Exclusions:
Importantly, this regulation does not apply to equipment operating in the ISM bands (902-928 MHz, 2400-2483.5 MHz, and 5725-5850 MHz), which continue to be governed by IFT-008-2015 (NOM-208).

Disposición Técnica IFT-017-2023: WLAN and Digital Modulation Systems
This new regulation sets the technical specifications for equipment using Wireless Local Area Network (WLAN) and/or digital modulation technologies. It supersedes the requirements for the 5725-5850 MHz band previously outlined in IFT-008-2015.
Applicable Frequency Bands:
  • 5150 – 5250 MHz
  • 5250 – 5350 MHz
  • 5470 – 5600 MHz
  • 5650 – 5725 MHz
  • 5725 – 5850 MHz
  • 5925 – 6425 MHz

Impact on Manufacturers:
The key takeaway for manufacturers is that all devices falling within the scope of IFT-016-2024 and IFT-017-2023 must now undergo local testing in Mexico as a mandatory part of the certification and homologation process.

NICTA Update on Type Approval Certificate Validity

Papua New Guinea’s National Information and Communications Technology Authority (NICTA) has updated its type approval process. Certificates issued through the new Type Approval Online System (TAOS) from 2025 will now have a standardized three-year validity. Certificates issued between 2022 and 2025 have been reissued to align with this validity period, while certificates issued before 2022 are considered expired and require renewal through a formal application.
