Mongolia Updates Regulatory Framework for Radio and ICT Equipment

The Communications Regulatory Commission (CRC) of Mongolia has recently implemented the 'Regulation for Certification of Information and Communication Technology Equipment,' approved under Resolution No. 24. This regulatory update refines the procedures for mandatory and voluntary conformity assessment of radio and communication devices, focusing on human health, environmental safety, and efficient frequency spectrum management.
Key Regulatory Impacts
  • Mandatory Scope: Certification is required for all equipment identified in the official list of products subject to mandatory conformity assurance.
  • Technical Parameters: Equipment must strictly adhere to the National Radio Frequency Allocation Table and comply with international standards for Radio Frequency (RF), Electromagnetic Compatibility (EMC), and Safety.
  • Scheme Validity: The new framework introduces specific certification schemes (1a, 4, 6, and 7), with validity periods lasting between 3 and 4 years depending on the equipment category and origin.
Testing and Surveillance Requirements
The conformity assessment process involves a documentation review and may include sample testing by the CRC. While test reports from recognized international laboratories are generally accepted, manufacturers should be aware of new post-market surveillance requirements. Certified products are now subject to annual audits, beginning one year after the certificate's issuance, to ensure continued compliance with Mongolian standards.
Furthermore, once a conformity certificate is granted, manufacturers are authorized and required to apply the official 'Certification Mark' to their equipment. Understanding these nuances is essential for maintaining market access and ensuring a smooth transition for new product launches in Mongolia.
