Lebanon Proposes Major Spectrum Refarming Framework for 5G and FWA

The Telecommunications Regulatory Authority (TRA) of Lebanon has published a significant draft consultation titled Spectrum Refarming: Broadband Context and Framework. This initiative marks a major move to modernize the nation’s telecommunications landscape, focusing on accelerating broadband deployment through Fixed Wireless Access (FWA) and establishing a licensing regime for 5G and future 6G technologies.

Proposed Regulatory Changes
  • Spectrum Reallocation: The TRA intends to refarm and repackage several IMT mid-bands and high-bands, specifically targeting the 2.3 GHz, 2.5 GHz, 3.5 GHz, and 26 GHz ranges.
  • Legacy Network Sunset: A phased plan has been proposed for the shutdown of 2G networks by 31 December 2026, with a full 3G shutdown following by 2029.
  • New Licensing Categories: Introduction of National and Regional FWA licenses with specific technology constraints depending on the acquired bandwidth.
  • Unlicensed Band Evaluation: The authority is evaluating the 5 GHz and 6 GHz bands for wider outdoor use and indoor low-power operations, potentially supporting Wi-Fi 6E and Wi-Fi 7 ecosystems.

Impact on Manufacturers
Manufacturers of radio equipment must prepare for a shift toward standardized LTE and 5G NR equipment as proprietary legacy systems are phased out. The consultation introduces new performance benchmarks, including minimum throughput thresholds and latency requirements. Additionally, devices will need to comply with newly finalized decrees regarding Human EMF Exposure Limits and updated type approval procedures tailored to the refarmed bands.

Consultation and Timeline
The refarming plan is structured to begin its execution phase in early 2026, with spectrum auctions and the migration of existing providers concluding by late 2027. Interested stakeholders are encouraged to submit their evidence-based feedback on the proposed framework before 21 May 2026. Submissions will directly influence the finalization of technical parameters and licensing conditions.
