USA FCC Clarifies Inclusion of Modular Transmitters on Covered Equipment List

The Federal Communications Commission (FCC) has released a Final Rule on November 25, 2025, confirming that its existing restrictions on the authorization of “covered equipment” also apply to devices containing modular transmitters. Under this clarification, any equipment that incorporates covered modular transmitters will be ineligible for authorization.

In addition, the FCC will begin limiting previously issued authorizations for covered equipment as part of its efforts to prevent the marketing and importation of these devices within the United States.

The Final Rule will take effect on December 26, 2025.
