Proposed Regulation on 2.6 GHz Radio Frequency Band Usage in Indonesia

The Ministry of Communications and Digital (KOMDIGI) of Indonesia is conducting a public consultation on the Draft Regulation concerning the use of the 2.6 GHz radio frequency band. This initiative aligns with Law Number 12 of 2011, which emphasizes public participation in regulatory processes.

Indonesia's broadband connectivity is lagging compared to other ASEAN countries, ranking 9th out of 10 in mobile broadband download speeds (40.37 Mbps as of March 2025). To enhance national competitiveness and improve internet quality, KOMDIGI is preparing the 2.6 GHz radio frequency band, which offers a 190 MHz bandwidth and supports a strong 4G/5G device ecosystem globally.

The regulation outlines key provisions, including:


  • 1. Determination of the use of the 2.6 GHz radio frequency band in the range of 2500-2690 MHz with TDD mode for mobile network implementation.
  • 2. The right to use the 2.6 GHz radio frequency band is granted in the form of a radio frequency band permit (IPFR) with a national service area.
  • 3. The right to IPFR holders in the 2.6 GHz radio frequency band to select technologies in accordance with IMT standards such as 4G/5G;
  • 4. The obligation of IPFR holders in the 2.6 GHz radio frequency band to use telecommunication equipment and/or telecommunication devices that meet technical standards, pay BHP         IPFR, and fulfill other obligations in accordance with the provisions of laws and regulations; and
  • 5. Coordination obligations to mitigate potential harmful interference.
