Highlights / Changes:
- - The Draft Rules amend the Telecommunications (Telecom Cyber Security) Rules, 2024 issued under the Telecommunications Act, 2023.
- - New definitions introduced, including Telecommunication Identifier User Entity (TIUE) and Mobile Number Validation (MNV) Platform.
- - The MNV platform will be established by the Central Government to enable verification of telecom identifiers (such as mobile numbers) by authorised entities and licensees.
- - Adds provisions for temporary or permanent suspension of identifiers posing cyber-security risks.
- - Strengthens IMEI management, requiring manufacturers and importers to verify and register device identifiers and restricting use of tampered or duplicate IMEIs.
- - Public comments can be submitted within 30 days from Gazette publication (24 June 2025) to the Joint Secretary (Telecom), Ministry of Communications.
For Existing Licensees:
- - Review upcoming compliance duties related to identifier validation, data submission, and cooperation with the MNV platform.
- - Ensure internal processes and IT systems can meet verification requests and data-security obligations under the amended Rules.
For Equipment Manufacturers / Importers:
- - Must comply with new IMEI registration and verification requirements before sale or import of telecom devices.
- - Required to assist authorities in investigating tampered devices or cloned IMEI numbers.
