India BIS Issues Revised Standard IS 16103 (Part 1):2025 / IEC 62031:2018 for LED Modules

The Bureau of Indian Standards (BIS) has officially published the revised standard IS 16103 (Part 1):2025 / IEC 62031:2018 for LED modules, replacing IS 16103:2012. This update is aimed at strengthening safety, marking, and performance requirements for LED modules. 
 
Key Highlights of the Revision:
  • - New Definitions: Clear categorization for replaceable, non-replaceable, and non-user replaceable LED modules.
  • - Updated Marking Rules: More detailed requirements for built-in LED modules, with a new table to make compliance clearer.
  • - Structural Changes: Annex B removed; new guidance added for luminaire design considering working voltage and water contact.
  • - Additional Testing: Abnormal temperature test and photobiological safety test introduced.

  • For Existing Licensees:
    • - Switch to the revised standard by 21 January 2026.
    • - Submit test reports from BIS-approved labs for all models under licence.
    • - Provide a declaration confirming implementation across all series models.
    • - Non-compliance may result in model deletion or licence cancellation.

  • For New Applicants:
    • - Current applications may follow the 2012 version.
    • - New applications can use either version until 21 January 2026 with a commitment to adopt the revised standard.
    • - After that date, only the 2025 standard will be accepted.

  • For Scope Changes:
    • - Requests under the old standard allowed only until the earlier of the switchover date or 21 January 2026.

Effective Date These guidelines are effective immediately, giving stakeholders time to prepare for the transition before the 2012 standard is fully withdrawn.

NICTA Update on Type Approval Certificate Validity

Papua New Guinea’s National Information and Communications Technology Authority (NICTA) has updated its type approval process. Certificates issued through the new Type Approval Online System (TAOS) from 2025 will now have a standardized three-year validity. Certificates issued between 2022 and 2025 have been reissued to align with this validity period, while certificates issued before 2022 are considered expired and require renewal through a formal application.
