India BIS Updated Guidelines for IS 16270:2023 Amendment No. 1 on Solar PV Battery Cells

On 11 August 2025, the Bureau of Indian Standards (BIS) released guidelines for the implementation of Amendment No. 1 to IS 16270:2023 – the standard covering secondary cells and batteries for solar photovoltaic applications, including general requirements and methods of test.

The amendment must be fully implemented by 8 December 2025.

Key Changes in Amendment No. 1:
  • - Scope expanded to cover all types of secondary cells and batteries used in solar photovoltaic off-grid applications.
  • - Discharge current for lithium batteries specified as 0.2 It current (action required for licensees with lithium batteries in scope).
  • - Tests listed in Table 6 are confirmed as applicable for cells (action required for licensees with secondary cells in scope).
  • - Minor typographical corrections and clause renumbering.

Implementation Guidelines For Existing Licensees: 
  • - Compliance with the amendment is mandatory by 8 December 2025.
  • - Submit complete third-party test reports for all lead models in scope, tested as per IS 16270:2023.
  • - Provide an undertaking confirming implementation for all existing series models in scope.
  • - Non-compliance after the deadline will be handled as per prevailing BIS guidelines.

For New Applicants: 
  • - Applications with samples already submitted or test reports issued may be processed without the amendment until the deadline.
  • - Applications filed before 8 December 2025 may be processed with or without the amendment, but applicants must commit to implementing it by the deadline.
  • - From 9 December 2025 onward, no licence will be granted without amendment compliance.

For Change in Scope of Licence: 
  • - The same rules as for applicants apply.
  • - Processing without the amendment is allowed only until the earlier of the licensee’s amendment implementation date or 8 December 2025.

Effective Date: These guidelines take immediate effect.
