NICTA Opens Consultation on Spectrum Roadmap 2025–2030

The National Information and Communications Technology Authority (NICTA) of Papua New Guinea has officially released its Draft Spectrum Outlook & Roadmap 2025–2030, opening a public consultation period available until 5:00 PM on July 4, 2025.

The document outlines the evolution of radio spectrum use in the country over the next five years, with a focus on efficiency, digital expansion, and the adoption of emerging technologies.

Key Points:

  • Expansion of IMT Spectrum: Only 447.6 MHz of mobile spectrum has been assigned so far—well below regional averages. NICTA proposes increasing this to 900 MHz by 2030, opening new opportunities for 4G/5G equipment and accelerating approvals for advanced technologies.
  • Review of Current Assignments: Underused bands will be evaluated, potentially leading to reassignments and new opportunities for more efficient technologies.
  • Upcoming Bands: Bands such as 3600–4200 MHz and 5925–7125 MHz are under consideration for IMT or Wi-Fi 6E use.
  • Technology-Neutral Licensing: A more flexible, market-based approach to spectrum allocation is being promoted, which could influence the regulatory requirements for various device types.
  • Satellite Framework in Development: NICTA highlights the need for a dedicated licensing framework for satellite services, which could directly impact the approval of terminals and ground stations.
