NCC Reviews Nigeria’s National Telecom Policy 2000

The Nigerian Communications Commission (NCC), in conjunction with the Federal Ministry of Communications, Innovation, and Digital Economy, has launched a significant public consultation to review the National Telecommunications Policy (NTP) 2000. This initiative aims to replace the existing twenty-five-year-old framework with a modernized "National Telecommunications Policy 2026" designed for a data-centric digital economy.
The proposed review covers fifteen core policy areas that may redefine how radio and telecommunications equipment manufacturers approach the Nigerian market. Key aspects of the proposal include:

  • Spectrum Harmonization: New frameworks for spectrum mapping and the cohabitation between terrestrial and non-terrestrial (satellite) services.
  • Local Content & Manufacturing: Proposed fiscal incentives, including revised tax and import duties, to encourage domestic hardware and software development.
  • Streamlined Importation: A proposal to simplify procedures and requirements for the importation of telecommunications equipment to stimulate investment.
  • Broadband Infrastructure: The introduction of a "one-stop" permitting process for infrastructure deployment.

For manufacturers, these changes could signal a shift in technical specifications, indigenous participation requirements, and the speed of market entry. The NCC is specifically looking for feedback on how to manage the transition from legacy systems to emerging global standards and how to align domestic production with international technological trends.
Stakeholders and manufacturers are encouraged to review these proposals to understand how they might influence R&D timelines and supply chain readiness in the region. The deadline for submitting comments and recommendations is 20 March 2026.
