Certification Overview for the EAEU
EAEU was founded in 2015 and currently consists of 5 independent countries: Republic of Armenia, Republic of Belarus, Kazakh Republic, Kyrgyz Republic and Russian Federation.  On account of the international sanctions, Eleos does not currently work with entities located or registered in Republic of Belarus or Russian Federation. All of our in-country solutions in other member states are vetted and adhere to Anti Bribery and Anti Corruption act. 

EAEU is a vast and attractive market, however, historically, the situation and procedural changes have been quite volatile and this is even more true in current political climate. 

Most of the electronic devices will be subject to the following three regulations in EAEU: 

Eurasian Economic Union (EAEU)  Technical Regulation TR EAEU 020/2011 on Electromagnetic compatibility of technical devices. 

Some of the devices which are exempt from TR EAEU 020/2011 approval are: 

  • Components not intended for use by the end user 
  • Products passive to EMC 
  • Used devices and equipment 
  • Medical devices 
  • Devices intended for use in air, water, ground, and underground transport 
  • Devices that are part of other products subject to other EAEC regulations 

Eurasian Economic Union (EAEU) Technical Regulation TR EAEU 004/2011 on Safety of Low-Voltage Equipment. 

Some of the devices which are exempt from TR EAEU 004/2011 approval are: 

  • Used devices and equipment 
  • Devices subject to regulations on the safety of machinery, safety of          elevators, and safety of devices intended for explosive environments (with the exception of cables, cords, and wires 
  • Medical devices 
  • Components and spare parts not intended for use by the end user 
  • Components whose safety is fully or partially determined by the safety of the entire system/equipment 
  • Devices intended for use in air, water, ground, and underground transport 

Eurasian Economic Union (EAEU) Technical Regulation TR EAEU 037/2016 on restriction of the use of certain hazardous substances in electrical and electronic equipment. 

Some of the devices which are exempt from TR EAEU 004/2011 approval are: 

  • Devices intended for use in air, water, ground, and underground transport 
  • Batteries and accumulators 
  • Used electrical and electronic products 
  • Measuring devices 
  • Medical devices 

The electronic devices not mentioned in the exemption lists above are likely to be subject to at least one of the above regulations. 

There are two schemes the products could fall into: certification and declaration. Examples of products which fall into certification include: 

  • Electronic data processing machines such as laptops and tablets 
  • Devices connecting to electronic data processing machines such as printers, scanners etc 
  • Household white goods 

All other products which do not fall into certification scheme will be subject to approval via declaration registration. 

Certification scheme is more complex and entails longer lead times, as it includes physical factory inspection, sample selection and testing and EAEU accredited testing laboratory, certification body documents review and final certificate registration.  Certificates are normally valid for 5 years, however, annual inspection (in a form of factory inspection or sample testing) is required to keep certificate’s validity. 

Declaration scheme can be processed via paperwork scheme 1d, using manufacturer’s test reports, or it can be processed via scheme 3d, with sample testing in EAEU accredited testing laboratory. Declaration are valid for 5 years and do not require annual inspection. 

Important to note that all schemes with require local holder, as certificates and declaration will only be issued in the name of local company. 

Above is only an insight into EAEU approvals and there are quite a few questions manufacturers need to consider when making a decision on how to proceed. These include, country of import, is national RF approval applicable as well in the country, have we got contract with importer/local holder etc.
