Foreign Test Lab Recognition Under Kepmen 13 of 2025

Indonesia's Ministry of Communication and Informatics (Kominfo) has issued regulation Kepmen-Kominfo No. 13 of 2025, outlining the stipulations for the recognition of foreign test laboratories concerning telecommunications equipment certification within Indonesia. This regulation significantly impacts manufacturers seeking to market their products in the Indonesian market. The main keypoints are:

Foreign Test Report Acceptance: The regulation permits the utilisation of test reports issued by foreign laboratories for Indonesian certification, potentially streamlining the approval process. This acceptance, however, is conditional and subject to stringent criteria.

Laboratory Selection: Not all foreign laboratories are eligible. The regulation specifies a preference for laboratories accredited by accreditation bodies that are signatories to a Mutual Recognition Arrangement (MRA) with the Indonesian accreditation body (KAN). This means the foreign lab's accreditation body must have a formal agreement with KAN to mutually recognise each other's accreditations.

MRA Specificity: The recognition under MRA is crucial. Simply being accredited is insufficient; the accreditation body itself must be part of a recognised MRA with KAN. The specific scope of the MRA may also dictate which tests are acceptable. Companies must verify that the MRA covers the relevant testing standards and product categories.

Additional Requirements: Beyond MRA affiliation, the regulation likely includes further requirements related to the scope of accreditation, specific testing standards covered, and potentially, on-site audits or assessments of the foreign laboratory by Indonesian authorities.
