India TEC Opens Comments on Draft ER for Session Border Controller

The Telecommunication Engineering Centre (TEC) has published a draft Essential Requirements (ER) document on October 14, 2025, for Session Border Controllers (SBCs) under the Mandatory Testing and Certification of Telecommunication Equipment (MTCTE) framework.

The draft, identified as ER No. TEC67222401, outlines the technical and safety parameters that SBCs must comply with before being placed on the Indian telecom network.

Scope of the Draft


The draft ER applies to all variants of Session Border Controllers and details the following categories of compliance:
  • - EMI/EMC Requirements: Conducted and radiated emissions, electrostatic discharge, surges, voltage dips, and RF immunity in line with CISPR 32 and EN/IEC 61000 standards.
  • - Safety Requirements: Compliance with IS 13252-1, IEC 60950-1, or IEC 62368-1.
  • - Protocol Requirements: IPv4 (RFC 791), IPv6 (RFC 2460 / RFC 8200), SIP (RFC 3261), RTP/RTCP (RFC 3550 / 3551), TCP/UDP/SCTP (RFC 793 / 768 / 4960).

Interface Requirements:
  • - 10/100/1000 BASE-T Ethernet – IEEE 802.3
  • - 10/100 BASE-T Ethernet – IEEE 802.3
  • - 10 G Optical Ethernet – IEEE 802.3ae
  • - 1 G Optical Ethernet – IEEE 802.3z

Each interface section includes parameters such as link speed, auto negotiation, launch power, receiver sensitivity, and wavelength.

Public Consultation


TEC has invited stakeholder comments on the draft ER before finalization and will be open until December 13, 2025. 
The consultation process aims to ensure alignment with global standards and industry requirements.
Feedback can be submitted using the format provided in Annexure I of the draft document, available on the MTCTE portal

Next Steps for Manufacturers


Existing Licensees: No immediate certification changes are required; however, licensees should begin internal gap assessments to align with the updated EMC and protocol parameters.
New Applicants: May reference the draft ER for early compliance planning and product design readiness.
All Stakeholders: Should monitor TEC updates for publication of the final ER and effective date.
