Cambodia Proposes New Risk-Based Type Approval Framework

The Ministry of Post and Telecommunications (MPTC) and the Telecommunication Regulator of Cambodia (TRC) have released a draft regulation concerning the type approval and conformity assessment of radio and telecommunications equipment. This proposal represents a significant shift in how devices will be certified and imported into the Cambodian market.
The proposed framework introduces several critical changes designed to modernize the certification process:
  • Risk-Based Classification: Equipment will be categorized into three distinct risk levels (Type A, B, and C). Low-risk devices (Type A) will follow a simplified registration, while medium and high-risk equipment (Types B and C) will require technical report reviews or full rigorous evaluations.
  • Qualified Agent Requirement: Foreign manufacturers must appoint a TRC-certified Qualified Agent. These local representatives will be held legally responsible for the equipment's compliance and will manage the import and distribution process.
  • Digital Transformation: All applications for Type Approval and Import Permits are slated to be processed via the MPTC/TRC online Public Service Platform.

  • Extended Validity: Certificates issued under the new framework are expected to remain valid for five years.
Manufacturers should also prepare for mandatory compliance labeling. The proposed labels must feature the TRC logo, a Qualified Agent identification code, and potentially a QR code for verification. Technical standards will cover a wide range of technologies, including 5G cellular terminals, Short Range Devices (SRD), and broadband equipment. Implementation of the full framework is currently targeted for 2026.
