ARPCE and ANF New Regulatory Framework for Equipment Approval

On 31 January 2026, Algeria published Executive Decree No. 26-97, which sets forth a new comprehensive framework for the homologation of electronic communications equipment. This regulation reaffirms that all terminal equipment and radio installations must undergo technical conformity assessments before being marketed or distributed in the country.

The decree delineates responsibilities between two key regulatory bodies, namely the Agence Nationale des Fréquences (ANF) and the Autorité de régulation de la poste et des communications électroniques (ARPCE).

Key Technical and Administrative Impacts
Manufacturers should be aware of several critical updates to the approval process:

Validity : Certificates are valid for five years and are renewable. Existing certificates will remain valid until their expiration date

GSMA TAC Requirement: A Type Allocation Code (TAC) certificate from the GSMA is now mandatory for all equipment featuring mobile cellular access.

Sample Testing: Working samples must be provided within five working days of application.  An extended timeframe may be granted for equipment undergoing the importation process.

Digital Transformation: Applications must be submitted via a dedicated electronic platform, streamlining the technical dossier submission.

Labelling:  Approved devices must bear a standardized regulatory label in accordance with the new format defined by the authorities.
