Memorandum Circular No. 004-06-2026, issued by the National Telecommunications Commission (NTC) of the Philippines, updates the technical regulations for Short Range Devices (SRD). Specifically, it targets equipment used for detecting movement and alerts. The regulation aims to ensure wider access to limited radio spectrum and facilitate the use of cost-effective wireless technology by establishing updated operating parameters for these devices.

Permitted Radio Bands and Technical Parameters

The circular defines specific frequency ranges and maximum power limits for "Equipment for Detecting Movement and Alert." Manufacturers must ensure devices do not exceed the following prescribed limits:

2400 – 2483.5 MHz: Maximum power of 25 mW eirp.

9200 – 9500 MHz: Maximum power of 25 mW eirp.

9500 – 9975 MHz: Maximum power of 25 mW eirp.

13.4 – 14.0 GHz: Maximum power of 25 mW eirp.

24.05 – 24.25 GHz: Maximum power of 100 mW eirp.

77 – 81 GHz: Maximum power of 50 mW eirp.

Regulatory Modifications

This regulation specifically amends Section 2 of Memorandum Circular No. 03-05-2007. Any previous circulars, memorandums, or orders that are inconsistent with these new provisions are considered amended or superseded accordingly. This circular takes effect fifteen days after its publication in a newspaper of general circulation and filing with the Office of the National Administrative Register (ONAR).

Exemptions and Restrictions

The regulation emphasizes that the technical limits prescribed for these frequency bands must not be exceeded by any function of the equipment or by any other means. Compliance with these specific power and frequency constraints is mandatory for the legal operation of movement detection and alert equipment within the Philippines.
