Resolution No. 074-2026 establishes the technical operating parameters for low-power and Industrial, Scientific, and Medical (ISM) equipment within the 915–928 MHz frequency band in the Dominican Republic under a generic license regime.

Scope and Regulatory Focus

This resolution defines the technical requirements for short-range and low-power devices, including IoT, RFID, telemetry, and smart metering systems. Its primary objective is to regulate the efficient use of the 915–928 MHz band, ensuring coexistence among various applications while maintaining INDOTEL's authority to supervise and mitigate harmful interference.

Permitted Radio Bands and Technical Specifications

The regulation covers the 915–928 MHz segment for shared, non-exclusive use. The following technical parameters apply:

  • General Low-Power Devices: Maximum Equivalent Isotropically Radiated Power (EIRP) of 100 mW.
  • FHSS and Digital Modulation Systems: Maximum EIRP of 1 W. Systems must utilize a minimum of 20 hopping frequencies (for FHSS) or not exceed a peak spectral power density of 25 mW per 3 kHz (for digital modulation).
  • Industrial/Commercial RFID Systems: Maximum EIRP of 4 W, restricted exclusively to the 920–926 MHz segment. Unwanted emissions for these systems must not exceed -37 dBm EIRP below 917.75 MHz and -33 dBm EIRP above 926 MHz.

Restrictions and Interference Mitigation

  • Operations in this band do not confer protection against interference nor priority over other users.
  • INDOTEL maintains the authority to require immediate mitigation measures (e.g., power reduction, frequency change, or temporary cessation of emissions) if harmful interference to protected services is identified.
  • Equipment operating above 100 mW EIRP must incorporate technical mechanisms to ensure spectral efficiency and coexistence.

Testing and Conformity Assessment

Compliance with the technical conditions is verified through the official equipment homologation process administered by INDOTEL. Beyond the specific limits provided in the resolution, equipment must comply with the unwanted and spurious emission limits defined in the applicable technical standards for homologation.

Regulatory Context

This resolution is issued in accordance with the National Frequency Allocation Plan (PNAF), approved by Decree No. 99-26. It serves as an independent regulatory framework to enable the timely operation of low-power devices and ICM applications in the 915–928 MHz segment without waiting for the broader amendment of the General Radio Spectrum Use Regulation.
