Exemption pertaining to various parameters/ Interfaces of ERs under MTCTE-reg.

Scope and Focus

This addendum, issued by the Telecommunication Engineering Centre (TEC) of India, expands the list of technical parameters and interfaces exempted from the mandatory submission of test reports under the Mandatory Testing and Certification of Telecom Equipment (MTCTE) regime. The regulation aims to streamline the certification process for advanced radio and network equipment by allowing self-declaration in lieu of formal test reports for specific complex parameters.

Specific Exemptions and Technical Parameters

The regulation grants a generic exemption from the submission of test reports for the following products and parameters until June 30, 2026, or until further notice:

• Base Station 5G NR Type 1-H:
  • OTA Sensitivity-5G NR 1-H (Standard: 3GPP TS 38.141-2 Clause 7.2)
  • Radiated transmit power 5G NR 1-H (Standard: 3GPP TS 38.141-2 Clause 6.2)
• Hybrid Active Antenna System:
  • OTA sensitivity-Hybrid Active Antenna System (Standard: 3GPP TS 37.145-2 Clause 7.2)
  • Radiated Transmit power-Hybrid Active Antenna System (Standard: 3GPP TS 37.145-2 Clause 6.2)
• All applicable Essential Requirements (ERs):
  • 128G FC Fibre Channel: All parameters corresponding to these interfaces as defined in the ER.

Conformity Assessment and Procedures

While the submission of formal test reports is exempted, manufacturers must still ensure and declare compliance through the following procedures:

• Self-Declaration of Conformity (SDoC): Applicants must provide a declaration on their official letterhead stating that the equipment complies with the relevant standards based on in-house testing or results.
• Portal Requirements: A copy of the exemption letter (No. 5-5/2024-TC/TEC dated 18.02.2026) must be uploaded against the respective parameters on the MTCTE Portal.
• Supporting Documentation: The SDoC must follow the specific proforma provided in the regulation's annexure, detailing the ER Clause Number, Parameter Name, and the specific Standard Name.

Impact on Existing Regulations

This document acts as an Addendum to the previous exemption notification issued via letter of even number dated December 29, 2025, titled "Exemption pertaining to various test parameters/ Interfaces of ERs." It supplements the existing list of exemptions with the 5G NR, Hybrid Active Antenna, and 128G Fibre Channel parameters mentioned above.
