Executive Summary
RSS-193, Issue 2, specifies the technical and certification requirements for base station, fixed, and mobile flexible use broadband equipment operating in the 24.25–28.35 GHz and 37.6–40.0 GHz frequency bands. It mandates Category I certification and includes rules for band plans, transmitter power limits, unwanted emissions, and indoor-use labelling.

RSS-193 (Issue 2) outlines the technical requirements for certifying flexible use broadband equipment operating in the 24.25–28.35 GHz and 37.6–40.0 GHz frequency bands.
Scope
The standard covers base stations, fixed service equipment, and fixed and mobile subscriber equipment operating in these frequency bands. It applies to Category I equipment, which requires certification by ISED or a recognized certification body.
Key Technical Requirements
- Band Plans: Defines the channel arrangements for both frequency bands, including aggregated frequency blocks and unpaired blocks of 50 MHz or 100 MHz.
- Modulation: All equipment must use digital modulation.
- Frequency Stability: Equipment must maintain its occupied bandwidth within the assigned frequency block or block group under the specified temperature and voltage conditions.
- Transmitter Power (e.i.r.p. limits):
- Base stations and fixed service equipment: 75 dBm/100 MHz.
- Fixed subscriber equipment: 55 dBm/channel bandwidth.
- Mobile subscriber equipment: 43 dBm/channel bandwidth.
For channel bandwidths below 100 MHz, the permitted power must be reduced proportionally using the formula provided in the standard.
- Unwanted Emissions:
- General emission limits are -5 dBm/MHz for frequency offsets up to 10% of the occupied bandwidth and -13 dBm/MHz for offsets greater than 10%.
- Additional limits apply to emissions within the 23.6–24.0 GHz band for equipment operating between 24.25 GHz and 27.5 GHz:
- Base stations: -39 dBW/200 MHz.
- Mobile subscriber equipment: -35 dBW/200 MHz.
- Labelling: Equipment operating in the 24.45–24.65 GHz band must include the following statement either on the equipment label or in the user manual: "Operation within 24.45-24.65 GHz is intended for indoor use only".
- General Compliance: Equipment must also meet the applicable general requirements outlined in RSS-Gen.
