The Telecommunication Regulator of Cambodia (TRC) has issued an announcement prohibiting the importation, supply, and distribution of counterfeit and second-hand telecommunications equipment from abroad, including mobile phones, tablets, computers, walkie-talkies, and other networking equipment (e.g., Wi-Fi GPON, routers, and network switches).
### **Scope**
This mandate applies to all companies, enterprises, and wholesale/retail shops engaged in the importation, supply, distribution, advertising, purchasing, and reselling of telecommunications equipment in the Kingdom of Cambodia.
### **Key Technical and Compliance Requirements**
* **Prohibition:** The importation and sale of counterfeit and second-hand telecommunications equipment are strictly prohibited. Entities must only import, supply, and distribute brand-new telecommunications equipment of clear and lawful origin.
* **Authorization:** All telecommunications equipment must have a valid Type Approval (TA) Certificate issued by the TRC. Furthermore, entities must obtain a Qualified Agent (QA) Certificate or an Import Permit (IP) from the TRC.
* **Regulatory Compliance:** The TRC notes that unauthorized equipment often violates prescribed technical specifications (such as radio frequency and transmitting power levels), resulting in harmful interference with essential radiocommunication services (public safety, emergency services, national security, aviation, and maritime).
* **Safety and Performance:** Equipment must undergo conformity testing to ensure it meets safety and technical standards regarding:
* Electrical safety and battery charging systems.
* Electromagnetic Field (EMF) exposure and Electromagnetic Compatibility (EMC) performance.
* Hardware and software integrity.
* **Enforcement:**
* Entities are required to comply with these regulations within **60 days** of the announcement (dated September 22, 2026).
* Failure to comply may result in strict measures, including the confiscation of equipment, the imposition of fines, and the closure of advertising websites.
* The TRC requests public and industry cooperation in reporting illegal activities via their hotline (6789) or email (info@trc.gov.kh).
