Telecommunications Authority of Trinidad and Tobago - Spectrum Plan for Non-Terrestrial Networks
The Telecommunications Authority of Trinidad and Tobago (TATT) is seeking feedback on its proposed Spectrum Plan for the Accommodation of Non-Terrestrial Networks (NTNs) in the 2 GHz band. This is the second of two rounds of consultation.
Proposed Changes:
The plan prescribes frequency planning principles, assignment plans, and spectrum caps for NTNs operating in the 2 GHz band (2005–2020 MHz and 2185–2200 MHz).
It identifies the frequency range in the 2 GHz S-band, assignment plans, and spectrum caps that will be allocated for NTN operation to coexist with public mobile services in the 1900 MHz and Advanced Wireless Service (AWS) bands.
The plan outlines the licensing process and conditions for assigning frequency ranges.
It defines technical operating conditions and specifications for licensed radiocommunications systems within the allocated frequency range.
The channel assignment plan accommodates only Frequency Division Duplex (FDD) mode and is based on 3GPP's band n256 and the FCC's MSS 2 GHz band plan.
Potential Impact on Manufacturers:
NTN operators will need a Type 1 concession, requiring a preliminary letter of intent from a local terrestrial network operator.
Licensing in the 2 GHz band is for public international telecommunications networks.
The Authority will grant point-to-multipoint spectrum licenses. The minimum spectrum assignment is 2 MHz (2 x 1 MHz).
The spectrum cap is 10 MHz (2 x 5 MHz), accommodating at least two operators equally.
An agreement between the NTN operator and a local terrestrial network operator is required for license issuance.
NTN operators must adhere to the specified technical operating conditions, including user terminal EIRP limits and out-of-band emission limits.
Key Considerations:
NTNs must not exceed the maximum technical operating conditions and specifications identified in Table 5.
NTN operators shall notify the Authority of any new agreement signed with a local terrestrial network operator.
