Malaysia: Radio Device Certification Summary (SRD and Baseline Requirements)
Scope and Impact
The certification of radio devices in Malaysia is primarily governed by two technical codes registered in 2026.
MCMC MTSFB TC T007:2026 focuses specifically on the technical specifications for Short Range Devices (SRDs), including generic applications, medical implants, RFID, Ultra-Wideband (UWB), and wireless power. MCMC MTSFB TC T022:2026 establishes the baseline requirements for all communications equipment, ensuring interoperability, electrical safety, and electromagnetic compatibility (EMC). Together, these regulations streamline the type approval process and enforce compliance with international standards for equipment used within Malaysian communication services.
Permitted Radio Bands and Technical Parameters
Short Range Devices must operate within designated frequency ranges with specific power limits. Key bands and parameters include:
Inductive and Security Devices: 3 kHz to 195 kHz (50 mW EIRP) and 9 kHz to 90 kHz (72 dBµA/m at 10 m).
Active Medical Implants: 9 kHz to 315 kHz (30 dBµA/m at 10 m) and 401 MHz to 406 MHz (25 µW to 250 nW ERP depending on duty cycle/AFA).
RFID and Short Range Communications (SRC):
13.553 MHz to 13.567 MHz: 100 mW EIRP.
919 MHz to 923 MHz: 500 mW EIRP for SRC; up to 2 W ERP for RFID (subject to Class Assignment) or 4 W ERP (subject to Apparatus Assignment).
2400 MHz to 2500 MHz: 500 mW EIRP.
RLAN and Data Transmission:
5150 MHz to 5250 MHz: 200 mW to 1 W EIRP (Indoor use only).
5250 MHz to 5350 MHz: 1 W EIRP (Indoor use only, requires DFS and TPC).
5470 MHz to 5650 MHz: 1 W EIRP (Requires DFS and TPC).
5925 MHz to 6425 MHz: 25 mW to 250 mW EIRP depending on indoor/outdoor status.
Ultra-Wideband (UWB): 3100 MHz to 10600 MHz with power spectral density limits ranging from -30 dBm to -40 dBm/MHz EIRP.
Automotive Radar: 21.65 GHz to 29.5 GHz (0 dBm EIRP) and 76 GHz to 81 GHz (55 dBm EIRP).
Exemptions and Restrictions
Non-Directly Connected Equipment: Baseline requirements in TC T022 (EMC, Safety, SAR) generally do not apply to equipment that does not establish a direct connection to a Network Service Provider (NSP) unless otherwise specified.
Usage Restrictions: The 4.9 GHz band (4940 MHz to 4990 MHz) is restricted to government use only for CCTV hub stations.
Indoor Restrictions: Use of specific bands (e.g., 5150-5350 MHz and 5925-6425 MHz) is strictly limited to indoor environments or installations inside vehicles/aircraft to prevent interference.
In-Country Testing and Conformity Assessment
Manufacturers must ensure equipment complies with international and Malaysian standards. Certification involves suitability studies and gap analyses by certifying agencies.
Radio Frequency (RF): Must conform to the specific limits in Table 1 of TC T007:2026.
Electromagnetic Compatibility (EMC): Compliance with ETSI EN 301 489-1 is required for most devices. Specific standards apply to maritime (IEC 60945), aeronautical (ETSI EN 301 489-22), and base stations (ETSI TS 138 113).
Electrical Safety: Compliance with IEC 62368-1 is mandatory. Power supplies must be 230 V (+10%, -6%) at 50 Hz. Plugs must meet MS 589-1/BS 1363-1 (13 A fused) or MS 1577 (15 A fused).
Human Exposure (SAR/PD): Devices used within 200 mm of the body must meet ICNIRP guidelines and standards such as EN 50360 or IEC 62209. For frequencies above 6 GHz, Power Density (PD) assessment per IEC/IEEE 63195-1 is required.
IPv6 Compliance: Directly connected equipment must support IPv6 per MCMC MTSFB TC T013.
Labeling Requirements
Devices must be marked with specific information to ensure traceability and consumer awareness:
Mandatory Information: Supplier or manufacturer name/identification mark, brand name or trademark, and equipment model.
Format: Markings must be legible, indelible, and readily visible. They must be in either Bahasa Melayu or the English language.
Alternative Placement: If the device size or design makes direct marking unfeasible, the information must be clearly marked on the primary package.
Modification of Existing Regulations
MCMC MTSFB TC T007:2026 replaces the MCMC MTSFB TC T007:2020 (Short Range Devices - Specifications (Second Revision)). The 2026 revision updates frequency bands and power limits for new-generation SRDs and removes baseline requirements (Marking, EMC, Safety), which are now consolidated into MCMC MTSFB TC T022:2026 (Communications Equipment - Baseline Requirements). In the event of conflicts regarding output power, the latest MCMC Class Assignments take precedence over these technical codes.
