• Telecommunication Tools and/or Devices: Includes laptops, tablets, handheld computers, cordless phones, smartphones, smartwatches, satellite phones, GMPCS/GMDSS terminals, PBX systems, IP phones, cellular base stations (BTS), microwave links, radio portables (Handy Talky), repeaters, routers, network switches, and various modems (DSL, satellite, cellular).
• Other Devices with Telecommunication Features: Covers a wide range of household and industrial appliances equipped with communication modules (e.g., Wi-Fi, Bluetooth, NFC, RFID). Examples include smart air conditioners, smart refrigerators, drones (UAV), smart washing machines, printers, medical devices with wireless features, electronic payment terminals (EDC), and smart home sensors.

Technical Parameters and HS Codes

The regulation provides a detailed list of Harmonized System (HS) codes associated with mandatory certification. Key points regarding these parameters include:

• HS Code Application: The inclusion of HS codes is primarily for administrative monitoring and customs purposes. It does not serve as the sole reference for determining whether a device requires certification; the device's actual function and features are the primary criteria.
• Designated Radio Uses: Devices listed span various frequency-dependent categories such as Short Range Devices (NFC, RFID, Bluetooth, Wi-Fi), Cellular (LTE/5G), Satellite communication, and Radio Navigation/Radar (Maritime, Aviation, and Automotive radars).
• Technical Standard Compliance: Even if a specific device is not explicitly listed in the appendix, if it possesses telecommunication features, it remains subject to technical standard obligations as per prevailing laws and regulations.

Conformity Assessment and In-Country Testing

Compliance with technical standards must be proven through the issuance of a telecommunication device certificate. While specific testing procedures are not detailed in this decree, it refers back to the certification framework established in PM Kominfo No. 3 of 2024. Effective Date

The Decree of the Minister of Communication and Digital Number 469 of 2025 is set to take effect 30 (thirty) calendar days from the date of its enactment, which was November 7, 2025.
