Summary of Telecommunication Equipment Standards Regulations, 2024 (Pakistan)
The "Telecommunication Equipment Standards Regulations, 2024" (S.R.O. 1110(I)/2026) prescribe the technical standards and certification procedures for telecommunication equipment in Pakistan. These regulations apply to all licensees, manufacturers, and importers of such equipment.
Technical Standards
The Pakistan Telecommunication Authority (PTA) adopts standards from various international bodies, including ITU-T, Directive 2014/53/EU (RED), EN, FCC, ISO, OHSAS, CENELEC, ETSI, IEC, and CISPR. Equipment must adhere to applicable standards across the following categories:
Electromagnetic Compatibility (EMC)
Health and Safety
Optical and Laser Safety
Radio Frequency (RF) Communication
Mobile Devices and Communication
Satellite Communication Devices
Terrestrial Telecommunication Equipment
Permitted Radio Bands and Specifications
The regulations define technical parameters for various wireless technologies, including:
ISM Band: 2.4-2.5 GHz, 5.150-5.725 GHz, and 5.725-5.875 GHz.
WiMAX: 3.40-3.60 GHz.
Fixed Wireless Access: 1900-3500 MHz, 450-495 MHz, 2.3-2.4 GHz, and 4.8-5.0 GHz.
Digital Microwave Radio: 3 GHz - 30 GHz.
Internet of Things (IoT): 433.05-434.79 MHz and 920-925 MHz (Long Range), plus LPWAN.
Additional specifications are provided for technologies such as Bluetooth, GPS, NFC, Wi-Fi, RFID, Short Range Devices (SRD), and Satellite Communication (e.g., VSAT, GNSS).
Testing and Conformity Assessment
To obtain a Certificate of Compliance (CoC), applicants must submit the following documentation to the PTA:
A declaration of conformity confirming all applicable standards are met.
Test reports from accredited laboratories worldwide covering all standards listed in the declaration.
A copy of the bill of lading (BL) or airway bill (AWB).
Details of the customs port where the consignment is detained.
Technical literature for the equipment.
An end-to-end network connectivity diagram.
Any other documentation required by the Authority.
Inspection and Enforcement
The Authority may conduct inspections of premises with or without prior notice to verify compliance. Licensees, importers, and manufacturers are mandated to maintain updated records of all telecommunication equipment for a period of at least three years, to be produced upon request by the Authority.
