This document outlines public consultations initiated by the National Commission for Electronic Communications (NKEK) regarding draft generalized conditions for the use of radio equipment and radiating devices. The consultation period runs until September 30, 2026.

### **Scope**
The draft regulations specify technical and operational conditions for the following categories of radio equipment operating under a general authorization principle:
* **Subscriber equipment for cellular radio systems:** LTE (LTE FDD band 28) and IMT-2020 (5G NR band 28).
* **Non-specialized short-range devices:** Used for remote control, telemetry, and signaling.

### **Key Technical Requirements**
#### **1. Cellular Equipment (LTE & 5G NR, Band 28)**
* **Frequency Band:** 703–733 MHz (transmit) and 758–788 MHz (receive), with a duplex separation of 55 MHz.
* **Channel Bandwidths:** 5, 10, 15, and 20 MHz.
* **Power Limits:**
* LTE: Maximum 23 dBm.
* 5G NR: Maximum 25 dBm.
* *Note:* In MIMO configurations, total EIRP across all transmit channels must not exceed these specified limits.
* **Standards/Compliance:** Must comply with relevant ETSI standards (e.g., ETSI EN 301 908-13 for LTE, ETSI EN 301 908-25 for 5G NR).
* **Configuration:** Integrated or constructive antennas required.

#### **2. Short-Range Devices (865–868 MHz)**
* **Application:** Low-power telemetry and remote control.
* **Power Limit:** Maximum EIRP of 25 mW.
* **Operational Constraints:**
* Duty cycle must be less than 1%. A duty cycle >1% is permitted if using "Listen Before Talk" (LBT) and frequency-hopping spread spectrum modulation.
* Must not cause interference to other radio equipment and is not protected from interference.
* Video transmission is prohibited.
* **Antenna Requirements:** Integrated or constructive; maximum gain of 9 dBi.
* **Standards/Compliance:** Must comply with ETSI EN 300 220-2.

#### **General Provisions**
* **Authorization:** Equipment operates under general authorization without the need for individual radio frequency assignment registration.
* **Operational Restrictions:** During martial law, use of this equipment on joint-use airfields is prohibited unless specifically coordinated with special spectrum users.
