Regulation TR12: Controls for the Use of the Frequency Band 446.0-446.2 MHz
1. Scope and Focus
This regulation, issued by the Communications and Media Commission (CMC) of Iraq, establishes the technical requirements and conditions of use for short-range communication devices, specifically PMR446 equipment. The primary objective is to regulate the use of these devices to ensure efficient spectrum utilization in alignment with international standards (ETSI/ITU).
2. Permitted Radio Band and Technical Specifications
The regulation allocates the following frequency band for PMR446 devices:
Frequency Range: 446.0 – 446.2 MHz
Designated Use: Short-range voice communications for personal, family, internal business, tourism, and recreational activities.
Maximum Output Power: 0.5 Watts ERP (Effective Radiated Power).
Channel Bandwidth: 12.5 kHz, allowing for 16 channels within the band.
Antenna: The antenna must be integral and non-detachable. The use of modified devices or external, removable antennas is prohibited.
3. Restrictions and Exemptions
Protection from Interference: This band is operated on a non-interference, unprotected basis. Users are not entitled to claim protection from interference from other users.
Prohibited Uses:
The band shall not be used for internet services or high-capacity data transmission.
It cannot be used as a substitute for emergency service networks (e.g., police, civil defense, ambulance).
Commercial use, such as by telecommunication companies offering paid services, is strictly forbidden.
Permitted Signaling: The use of short digital signals like CTCSS/DCS for channel coding and separating user groups is permitted.
4. Conformity and Type Approval Requirements
All PMR446 devices intended for use in Iraq must obtain Type Approval from the CMC prior to importation and use. To be eligible for approval, devices must demonstrate conformity with recognized international standards.
Required Standard: ETSI EN 300 296 or an equivalent standard.
5. Regulatory History
This regulation, TR12 (First Edition - September 2025), is a new framework issued under the Board of Commissioners' decision No. 128/Q/2025. It does not modify or replace any previous regulations concerning the PMR446 frequency band.
