Summary of Commission Implementing Decision (EU) 2026/2003

This Decision amends Implementing Decision (EU) 2022/2191 regarding harmonized standards for various radio equipment to support the essential requirements of Directive 2014/53/EU. Compliance with these harmonized standards confers a presumption of conformity with the relevant essential requirements of the Directive.

Scope of Standards and Radio Equipment

The updated list of harmonized standards covers the following equipment types:

• Wireless communication devices (human exposure to electromagnetic fields, 30 MHz to 6 GHz).
• Fixed radio systems (point-to-point equipment, 1 GHz to 174.8 GHz).
• Short Range Devices (SRD) using Ultra Wide Band (UWB) technology, including:
  • Tank Level Probing Radar (TLPR).
  • UWB devices in motor and railway vehicles.
  • Material sensing devices (ground-based vehicles).
  • Location tracking applications (2.4 GHz to 2.4835 GHz).
  • Ultra Short Range Communication (USRC) equipment (40 GHz to 260 GHz).
• Coastal Surveillance, Vessel Traffic Services, and Harbour Radars.
• Amplifiers and active antennas for TV broadcast reception.
• Air Traffic Control Primary Surveillance Radar (1215 MHz to 1400 MHz).
• EMC standards for Private Land Mobile Radio (PMR), Terrestrial Trunked Radio (TETRA), Citizens’ Band (CB) radio, and Cellular Communication Base Stations/repeaters.

Key Compliance and Testing Requirements

• Human Exposure: Standards for wireless devices must comply with EN 50566:2017 (including amendments A1:2023 and A2:2025).
• EMC Restrictions: Standards EN 301 489-5, EN 301 489-13, and EN 301 489-50 do not address emission requirements below 9 kHz; therefore, they do not provide a presumption of conformity for this parameter in that band.
• Performance Criteria: EN 301 489-13 V2.1.1 is restricted such that its clause 6 does not provide a presumption of conformity due to the use of subjective, non-verifiable performance-based criteria.

Status of Existing Standards

This Decision updates the Annex of Implementing Decision (EU) 2022/2191 by replacing several older versions of standards with newer, updated versions. References to the following standards are withdrawn:

• EN 50566:2017 and its amendment EN 50566:2017/A1:2023.
• EN 302 217-2 V3.3.1.
• EN 302 372 V2.1.1.
• EN 303 135 V2.1.1.
• EN 303 354 V1.1.1.

To allow for necessary industry adjustments, the withdrawal of these references is deferred. Additionally, this Decision includes a technical correction to Implementing Decision (EU) 2025/2499, replacing the number '125' with '121'.

Entry into Force

This Decision enters into force on 7 September 2026. Specific provisions regarding the updated Annex apply from 7 March 2028.
