Summary of Resolución Directorio N° 1035/2025
Scope and Focus
This regulation approves the technical standard for low-power wireless access systems operating in the 5.925 - 6.425 MHz band in Paraguay. It establishes requirements, technical parameters, and operating conditions for radio equipment in this band to ensure efficient use of the radio spectrum and minimize interference.
Permitted Radio Bands and Technical Parameters
Frequency Band: 5.925 - 6.425 MHz
Designated Uses: Fixed service (point-to-point radio links), Fixed-Satellite service (Earth-space), and low-power wireless access systems. Low-power systems are secondary.
Types of Systems: Low Power Indoor (LPI) and Very Low Power (VLP).
Power Limits: Vary depending on the system type (LPI or VLP), channel bandwidth, and device type (Access Point or Client). Refer to sections 8.1 and 8.2 of the original document for detailed power limits (PIRE and DEP) for different bandwidths.
Channelization: Specific channelization schemes are defined for different bandwidths; the equipment must comply with those. See tables in sections 8.1 and 8.2 of the original document.
Exemptions and Restrictions
Use of the 5.925 - 6.425 MHz band for Radio Local Area Networks (RLAN) is not permitted.
External radio frequency amplifiers or similar devices are prohibited.
Operation is conditional on not causing harmful interference to primary systems. These systems must tolerate any interference from primary systems.
Equipment intended for outdoor use (waterproof or designed for outdoor operation) is restricted to VLP mode only.
Operation in LPI mode is limited to indoor environments, including trains and aircraft.
Access Points in LPI mode must be powered by a wired electrical connection, not internal batteries.
Client devices in LPI mode must operate under the control of an indoor Access Point. Direct connection between Client devices is not allowed.
Operation of equipment for communication and control of Unmanned Aerial Vehicles (UAVs) is prohibited under any circumstances.
In-Country Testing Procedures and Requirements
The document does not explicitly detail in-country testing procedures, but compliance with the technical parameters specified in the standard is mandatory. Equipment must be configured according to the limitations set forth in the standard.
Labeling Requirements
Equipment or its user manual must include the following inscription: "En Paraguay, este equipo deberá ser configurado para operar con las limitaciones establecidas en la Norma Técnica NTC-RF-5925:2025 de la CONATEL".
Regulation Modifications
This regulation introduces a new technical standard for low-power wireless access systems in the 5.925 - 6.425 MHz band.
