Summary of Resolution 000028 of 2026 - ANE Colombia
Scope and Impact
Resolution 000028, issued by the National Spectrum Agency (ANE), modifies the regulatory framework for radio frequency management in Colombia. The primary focus is the flexibilization of the 900 MHz band, removing its exclusive reservation for International Mobile Telecommunications (IMT). This change is intended to optimize spectrum use, promote digital connectivity in vulnerable or remote areas, and allow for a wider variety of radiocommunication services, including fixed and mobile applications.
Permitted Radio Bands and Technical Specifications
The regulation defines specific band plans and technical parameters for mobile and fixed services, as well as updates to the National Frequency Allocation Table (CNABF).
900 MHz Band Plan for Mobile and Fixed Services
Up-link Frequency Range: 896 – 915 MHz
Down-link Frequency Range: 941 – 960 MHz
Permitted Bandwidths: 1.4, 3, 5, 10, and 15 MHz
Operation Mode: FDD (Frequency Division Duplex)
Updated IMT Operation Bands
The following bands are designated for the operation of International Mobile Telecommunications (IMT):
698 to 806 MHz
824 to 849 MHz and 869 to 894 MHz
1710 to 1755 MHz and 2110 to 2155 MHz
1755 to 1780 MHz and 2155 to 2180 MHz
1850 to 1910 MHz and 1930 to 1990 MHz
2500 to 2690 MHz
3300 to 3700 MHz
Bands Reserved for Future IMT Operation
452.5 to 457.5 MHz and 462.5 to 467.5 MHz
1427 to 1518 MHz
2300 to 2400 MHz
24.25 to 27.5 GHz
Allocation for the 902-928 MHz Segment
902 - 905 MHz: Fixed, Terrestrial Mobile, and Amateur services.
905 - 908 MHz: Fixed, Terrestrial Mobile, Amateur, and Radiolocating services.
908 - 915 MHz: Fixed, Terrestrial Mobile, and Amateur services.
915 - 928 MHz: Fixed, Terrestrial Mobile (except aeronautical mobile), Amateur, and Radiolocating services.
Restrictions and Interference Mitigation
The regulation outlines specific requirements to ensure coexistence between different technologies:
Coexistence with 850 MHz: Spectrum assignees in the 900 MHz band must implement all necessary protection measures to minimize harmful interference with radiocommunication systems operating in the adjacent 850 MHz band (predominantly 2G and 3G technologies).
Free-use Devices: New services in the 900 MHz band must coexist with the massive deployment of free-use (unlicensed) devices operating in the 915-928 MHz segment, particularly in urban areas.
Regulatory Modifications
This resolution specifically modifies the following components of Resolution ANE 105 of 2020 ("By means of which the radio spectrum in Colombia is planned and attributed"):
Article 1.2.10: Updated to adopt the new band plan for the 900 MHz band (Table 15A).
Article 1.7.1: Updated to reflect the current frequency bands for IMT operation.
Article 1.7.2: Updated regarding bands reserved for future IMT operation.
National Note CLM 21 (Article 5.1.1): Modified to align the 900 MHz allocation with international Region 2 standards and remove the exclusive IMT reservation for the 902-928 MHz range.
