Summary of Commission Implementing Decision (EU) 2025/2499
This decision amends the list of harmonised standards that provide a presumption of conformity with the essential requirements of the Radio Equipment Directive (RED) 2014/53/EU. It focuses on updating standards for Short Range Devices (SRD), including those using Ultra-Wideband (UWB) technology, and for Mobile Communication on Board Aircraft (MCOBA) systems.
Manufacturers using these updated and new standards can presume their equipment conforms to the RED, facilitating market access within the European Union.

This decision modifies Commission Implementing Decision (EU) 2022/2191 on the harmonised standards for radio equipment.

Withdrawn Standards and Transition Period:
The references to the following older standards will be withdrawn from the OJEU. A transition period is provided to allow manufacturers to adapt their products and documentation.

The withdrawal of these standards will be effective from 11 June 2027. After this date, they will no longer provide a presumption of conformity.

Frequency Range: 25 MHz to 1 000 MHz
Power: Up to 500 mW e.r.p.
Use: Non-specific radio equipment
EN 302 480 V3.1.1: Mobile Communication On Board Aircraft (MCOBA) systems.
EN 302 729-1 V3.1.1: SRD using Ultra Wide Band (UWB)
Application: Level Probing Radar (LPR)
Frequency Ranges: 6 GHz to 8.5 GHz, 24.05 GHz to 26.5 GHz, 57 GHz to 64 GHz, and 75 GHz to 85 GHz
Restriction: For strictly vertical downward installation only.
EN 303 659 V1.1.1: SRD in Data Networks
Frequency Ranges: 865 MHz to 868 MHz and 915 MHz to 919.4 MHz
EN 305 550-6 V1.2.1: SRD for Radiodetermination
Application: Tank Level Probing Radar (TLPR) and Level Probing Radar (LPR)
Frequency Ranges: 116 GHz to 148.5 GHz, 167 GHz to 182 GHz, and 231.5 GHz to 250 GHz
Conformity Assessment and Testing
Conformity with the essential requirements of Directive 2014/53/EU is presumed for radio equipment that complies with the harmonised standards listed in this decision. Manufacturers should use these standards as the basis for their Declaration of Conformity (DoC) and technical documentation. Testing must be performed according to the methods and limits specified within these ETSI standards.
Labeling Requirements
This decision does not introduce any new or specific labeling requirements. All labeling and marking for radio equipment must continue to comply with the general requirements outlined in Directive 2014/53/EU (RED).
