Summary of Notification G.S.R. 284(E) - Revised Standards for Telecommunication Equipment

Scope and Impact
Issued by the Ministry of Communications (Department of Telecommunication) and the Telecommunication Engineering Centre (TEC) on April 10, 2026, this notification mandates updated technical standards for specific telecommunication equipment. It impacts manufacturers and type approval applicants by revising the "Essential Requirements" (ER) used for certification under the Indian regulatory framework. The regulation primarily affects Subscriber Identity Modules (SIM) and Internet Protocol (IP) security hardware.

Revised Technical Standards
The notification introduces the following revised standards which outline the technical specifications and parameters for device compliance:

TEC 40162602: Standard for Essential Requirements for SIM.
TEC 34732602: Standard for Essential Requirements for IP Security Equipment.

Transition Period and Replacement of Regulations
This notification modifies the existing certification landscape by replacing the previous versions of the aforementioned standards. To facilitate a smooth transition for manufacturers, the following timeline has been established:

Concurrent Period: The existing standards and the new revised standards will both remain valid for a period of ninety (90) days from the date of publication in the Official Gazette.
Mandatory Adoption: After the 90-day transition period expires, only the revised standards (TEC 40162602 and TEC 34732602) will be applicable for conformity assessment and certification.

Testing and Conformity Assessment
Equipment covered under these standards must undergo testing and evaluation against the specific Essential Requirements defined in the revised TEC documents. These procedures are carried out under the Telecommunications (Framework to Notify Standards, Conformity Assessment and Certification) Rules, 2025, to ensure compliance with national security and interoperability requirements before the devices can be placed on the Indian market.
