Labeling and Marking Requirements

Placement: A traceability QR code must be affixed to the right side of the standard CCC mark.
Visibility: The two codes (CCC mark and QR code) must be adjacent, inseparable, clear, and complete.
Technical Standards: The traceability QR code must comply with the coding rules established in the "Requirements for the Management of Compulsory Product Certification Marks" and the "Standard Specification CCC Mark Traceability Coding Rules" (Certification and Certification Letter [2023] No. 36).
Issuance: Printed or molded traceability QR codes are provided to certified enterprises by their designated certification bodies upon the issuance of CCC certificates.
Implementation Timeline
The pilot reform follows a phased implementation schedule:
Starting March 1, 2026: All products newly granted CCC certification within the pilot categories must be labeled with the CCC traceability QR code before they can be manufactured, sold, imported, or used in business activities.
Starting March 1, 2027: All certified products within the pilot categories, regardless of certification date, must carry the CCC traceability QR code.
Exemptions and Restrictions
Products within the pilot scope that were manufactured, sold, imported, or used in other business activities and already marked with a standard CCC mark prior to March 1, 2027, are not required to undergo mark changes or retroactively apply the QR code.
Conformity Assessment and Management
Designated certification bodies are required to establish information platforms to manage the traceability QR codes. They must provide certified enterprises with the necessary electronic files or standard-sized marks and ensure the QR code information remains consistent with the certified product information (including manufacturer name, product specification, model, and certificate status).
Modification of Existing Regulations
This announcement modifies the implementation of the "Requirements for the Management of Compulsory Product Certification Marks" for the specific pilot products mentioned. It establishes supplementary management requirements that prioritize the use of traceability QR codes over the previous standard-only marking system for the designated pilot categories.
