Summary of Circular No. 162 of 2025
This circular provides the second update to the technical standards required for the homologation (type approval) of terminal equipment in Colombia. It focuses on ensuring that Mobile Terminal Equipment (ETM), fixed telephones, and satellite telephones are compatible with the frequency bands assigned for IMT services and comply with electromagnetic field exposure limits. This update is driven by the recent allocation of the 2.5 GHz and 3.5 GHz bands for 5G technology.
Regulatory Changes
This circular, effective from its publication date, replaces and supersedes Circular 155 of 2024.
Technical Specifications for Mobile Terminal Equipment (ETM)
ETM must demonstrate conformity with the following standards for network connection and radiation exposure:

Restrictions
According to the National Frequency Allocation Plan (CNABF), the 2500-2690 MHz frequency range is allocated for mobile services, with the exception of aeronautical mobile services.
Conformity Assessment and Testing
Conformity for homologation is established by demonstrating compliance with the specified international standards (FCC, ETSI, IEEE, ICNIRP, ITU-T). The circular does not mandate specific in-country testing procedures, relying instead on test reports showing compliance with these standards.
Labeling Requirements
This circular does not specify any labeling requirements for approved devices.
